Should I join Pennsylvania beauty pageant?

Do you have any experience in pageants? If not, no, you will not win. No chance. There are people who have been doing it since they were 3. If you do have extensive experience, a coach, a fashion team, a speech coach, etc etc then you could have a chance. Obviously, you know at this point what your competition is doing- spending all their money and time on being the best they can be. If you are doing the same, then go for it.
