Do mineral rights matter if I'm interested in buying acreage?

I'm interested in buying a 9-acre piece of land in central Pennsylvania. However, the seller wants to maintain ownership of the mineral rights (for natural gas) for about 10 years. Should this be a deciding factor in whether or not we purchase the land? We'd like to build within 5 years.
