How old do you have to be to pierce your lip with parental consent?

I'm a 13 year old guy living in Pennsylvania, USA, and I want to know how old you have to be to get a lip piercing with parental consent? And how much does the needle hurt on a scale of 1-10, 10 being agony? I'm deathly afraid of needles and sharp pain but I still want this done I just want to know what to expect. And don't say "Well, if you're afraid of needles/pain don't get this done."
