Where was the quote "Whoever said sunshine brings happiness..." in the movie "Singin' in the rain"?

There's a quote, "Whoever said sunshine brings happiness never danced in the rain" that is credited to being from the musical Singin' in the Rain, but I have never heard it quoted in the movie before. Does anyone know where it was quoted, or if it was a deleted scene?
