What should we do if my daughter does not want to attend a state school?

We live in Pennsylvania and I have a daughter who will be a senior in high school next year. She visited the University of Pittsburgh yesterday and absolutely HATED it. She does not want to stay in-state at all for school and doesn't want to even apply to any state schools. She has been looking at Miami University of Ohio, and a Miami advisor has told us that she could qualify for a large financial aid package and that out-of-state tuition might be waived for her. Should she still apply to an in-state school if this is the case?
