In wars do poorer communities suffer more casualties than the richer ones?

Poor communities often have a bad government, like Afghanistan no offence. They can't afford the facilities for law and order and terrorists try and take over. Also, the government is often corrupt and a civil war starts like in Libya. Did you know that the Afghan gov actually paid the taliban to do more damage so they could recieve more money?!
