Citizen Kane: is it the best movie ever?

AFI's list of the best movies ever made (and some other similar lists) ranks Citizen Kane as the best movie in cinema history.. I've watched it, and it's not bad, but honestly I would never put it even in the top 10.. Many claim that it's because of the technical innovations in cinematography, but I don't think that that's what makes a movie a good movie.. All in all, after a while I found it simply boring! I think movies such as Gone with the Wind, Singin' in the Rain, High Noon, The Philadelphia Story are way better! Can someone who knows a little about cinema please explain why this movie is considered so highly? And what movie would you rank as number one? :)
