Are Texas driving learners permits recognized in other states?

I am visiting my grandparents in Pennsylvania this summer and I would like to drive. My permit requires that I have a licensed adult 21 years or older in the passenger seat, so one of my Grandparents can have that covered if I drive. However, Pennsylvania issues permits at the age of 16, and I am only 15. Can I use my permit without breaking any laws?
