Why do Republicans try to claim that any casualties of the wars after January 2009 were under order from Obama?

The day that Obama stepped into office he had complete control of the military. He could've made his very first order to pull our every singe soldier on that day if he wanted too. So really they are under Obama, not Bush anymore
