Why did D.Rumsfeld repeatedly say he did "hope & pray" that the death toll from 9-11 would be high?

That is more evidence of the crack team of professionals that George Bush hired for his cabinet. NOT. Although I'm sure that he really didn't mean what he said, it is sure strange that he said it several times without realizing what he was saying. z
