Babysitting laws in Pennsylvania?

I have a very responsible and independent 10 year and a well behaved 2 year old. I am looking for a part time job. I need to know if it is legal for me to leave them alone for 4 hours. I would only be 15 minutes away and my sister is exactly 4 minutes away. I have done research but I am not getting concrete results. Please help!
